The reason this country is in decline is because most of the major problems are not even being addressed. Inner cities are obviously hopelessly failed states and as a result what should be incentivized is NOT having kids.

Not really sold on this. A lot to of these problems have no good solutions that don’t involve short term pain. So, they just get kicked down the road, the social programs, SS and Medicare, being an example.
