Per capita murder rate in NYC peaked in 1990 at 14.5. It has since gone below 5 for decades. I don't know the reason for the decline personally. But I've always heard it was indeed due to increased policing and enforcing even minor offenses like jaywalking that improved all other behaviors overall. I don't think they had any defund the police movement in the 90s.
