From 1940 to 1960 the black poverty rate dropped 40 points, from 87% to 47%. This was before the Civil Rights and Voting Rights acts passed. As awful as Jim Crow laws, segregation, and employment racial discrimination were, they didn’t stop black Americans from advancing significantly.
Then LBJ’s Great Society and its ruinous expansion of the welfare state put one generation after another into a cycle of poverty. Whites, too, but a higher proportion of blacks. At that time, in the mid-sixties, out-of-wedlock births among blacks were about 25%, compared to about 70% today.
Social workers went into poor communities and told women that if there were no man in the household, they could receive a financial benefit; and if they had more kids, they’d receive more benefits. What could go wrong?
