They want them to stay put because it’s easier to deliver food/water to one group.

Plus they want the vehicles to stay put and not get bogged trying to get out. Each bogged car might require a 30min rescue tow.

If you have an RV there is no chance of getting out. Getting bogged is the worst thing you can do for reasons above.
