Usually what happens when he’s in public is that he’s reasonably coherent for awhile but goes downhill fast. That’s why his appearances are so brief.
And whenever he tries to be funny it almost always backfires.
When a reporter asked him about his memory lapses, Biden responded “If my memory was bad, I wouldn’t have called on you.”
But that made no sense and actually indicated that his memory was bad otherwise he wouldn’t have called on someone who would ask about his memory.
