Neck tattoos are never a good idea.
I am sleeved completely both arms. Wouldn't get a tat on my neck though. My friend who does my work doesn't like doing tats on people's necks because they usually end up regretting having them done. He won't do a neck tat unless you already have lots of work done.
What about a face tattoo?
