Because it's not considered usless goverment waste and it's accounted for unlike what's listed. If I took a loan with the SBA, I would be considered government assisted. At this point his companies are ran through it's own generated revenue streams. Using his companies as an excuse for him finding outright fraud is weak at best.

The fraudsters not only gave away unaccounted $$ to useless causes, they covered it up and gave no thought to spending or cost cutting while takijg kickbacks to line their own pockets (obviously). One of the main purposes of Musk running DOGE is because his companies were built using cost cutting methods (like most businesses do). He built Space X for literally a fraction of the cost of what NASA spends while being more innovative, same with Tesla (which is now among the top 3 auto makers and did it in less than 10 years). His innovations have literally changed the world for the better.
