The funds were to be used to support NYC mass transit.
What the morons in Albany don't understand is that people would just stop coming in to NYC, businesses would leave, and they would never get the traffic necessary to get the $1 billion.
Like the cigarette taxes. People just stop smoking cigs and the tax money dries up.
