Not necessarily. One could answer your question and pick a preferred race just by recognizing that it would be better for them based on social conditions and the perceptions of those around them as opposed to having any belief in an inherent biological superiority.
Saying that there
is a ranked system, isn't the same as saying that there
should be a ranked system.
It would almost certainly have been better to be born male in, say, the 1700s. I suspect many now would argue that they'd have more advantages in being female today, and choose that option if it were 'pick an ideal sex'. Systems change.
