For an apartment, long-term hotel, or house rental you have to supply your personal tourist or citizenship Visa Application Identity Number and your half of the mandatory Immigration Card you complete at a legal checkpoint (you keep half the Russian government keeps half to track your movement) regardless of how you travel into the country. Like how the front desk of a hotel takes your passport when traveling in the EU. The apartment outside of St. Petersburg is leased by an older male or female.
To access the internet inside Russia, whether by phone or laptop, you have to apply for and receive an Electronic Item License, which takes months to process if you are entering from outside Russia. If you are an American citizen, you are not going to receive an EIL.
