  The thing is that you don't even have a strong case, except that you believe that his physique sucked. I could see if Franco were a handsome guy who had an all-American look and could sell tons of magazines, etc, but the problem is that he was a short, stocky Sardinian who ranked zero in marketability. Why would there be a behind-the-scenes farse to make him win? We need to assume that his physique was good enough to win prima fasce, because there is no other possible explanation. So speculations are only good if they are reasonable, which is not the case here. since speculations are unfounded in this case, you need to provide concrete evidence that the decision was political.
