Both were definitely regressing from their top forms, but Vince definitely was maintaining his physique better than Ronnie
 
Vince’s arms were basically matching Ronnie’s


Look the the abs. Look at the calves.

Vince lives here in Florida and trains people at a gym in Kissimmee about 35 min. from me.

Vince always looked great - one of the cooler builds.

Vince placed 11th to Ronnie's 2nd, so no, he never caught up to Ronnie.

Vince has beaten Shawn once at the O when Shawn was just starting out as a pro, but Shawn beat Vince 3 times after that

Shawn was the 3rd best bodybuilder of the 90's behind only Dorian and Ronnie.  The 90's was the epitome of bodybuilding.
