Just not true anymore. Maybe in some bumfuck farm but at Home Depots in LA those guys will throw out the wages they want and they get paid cash. I don't hire those people but that is what I'm told.

. Those are day laborers.  If you need some help around your house or whatever you hire them.  But whether it’s $20 or what ever it’s not consistent job.  Sometime they will sit there all dam day.
