Not much point everything else being legal if the only way to get them into your body isnt.
Theoretically that would describe it. As stated many go to the wellness centers because of the legality of having a script for needles. And because of the ease and quickness of getting their gear. It takes about an hour. Simple form to fill out. No blood tests at all. Once they get the script, they can then legally order needles through the mail. And of course sell to friends.
Japans import law has a loop hole in it. You can legally order as much as you want and use it, however you can’t resell it or give it to another. So if two guys were doing a drug exchange with Person A buying and Person B selling and the police came, then only Person B was breaking the law by selling. Because Person A was only buying for personal use - which is legal.
