2nd. For every federal law, there are state laws and ,for the most part- vice versa.For every state law there are municipal laws passed by city charter. And YET with all those federal, state, municipal and city laws, The charging decision is legal strategy made by the COUNTY D.A./Prosecutors office. It will allow for a neutral venue and an objective jury pool. Id also assume that manufacturing a firearm requires the purchase of certain parts. the possession of which are strictly federal offenses, as JUST ABOUT ANYTHING INVOLVING a firearm IS and therefore also a candidate for federal prosecution.
