You need a few basic moves and then practice them until you can execute them well.
For example:
A takedown like single or double leg
An escape from the down position like a standup.
A ride and breakdown for maintaining top control like a tight waist.
A pinning combination like a half nelson.
You also need to learn counters to moves your opponent might use.
On top of this you need many hours of mat time against good opponents in the wrestling room and also many matches in competition.
Of course you need an excellent strength to size ratio and top level endurance.
