ok, can someone explain this trend where people are getting arms and legs covered in complete black ink?  I know it used to be to do a cover up for a sleeve tat or whatever, but now they are doing this right off the bat.  Any other reason than mental illness?

I have seen a few - but only a few - tats that were actually pretty damn good.  The image, the details, etc..  but that rich rich black color doesn't last like you see it when it is fresh in the picture or videos.

Yes, the younger generations have a fondness for shitty tattoos. One girl at my gym started her OF and made a small fortune as a so-called 'muscle mommy' - which I don't get either since she has no kids, anyway her niche was her tattoos which were all black symbiote - think the Alien from the movies- half her body is covered in black ink and it looks like shit.

Then there's all the girls who are mothers and have some chain/necklace/bracelet tattooed around their wrist with their kids names spelled out.

Or the random vegetation,  whether it's all roses or flowers or vines of some kind...

Then there's just the completely random images: Pinocchio,  Paddington bear, possums, skulls, shell casings, some celtic cross, a flag of some country denoting heritage, roman numerals.... it goes on and on.

In the effort to be an individual they look just like everyone else.

As for the complete black ink sleeve. I think its a symbol that you are a woke , radical, liberal. They're the only one stupid enough to get an entire sleeve of black ink.

It's still a cover up mainly. Folks that didn't want to pay for laser removal, got them blacked out, sometimes artistically. They started showing them off on facebook, reddit, etc...., and more people thoughtlessly jumped on it. Some tattoo artists (Kat Von D was a big one) jumped on it, and then sold it as a journey of self discovery through pain, etc...

Now when I see them, it's usually dummies that went with a patchwork idea for their tattoos, and realize the dolphin jumping over Mickey Mouse doesn't look good. In a few years, they'll be asking if they can white out their blackout.

Now let me get back to my face cover up......

you have to realise that the Ink they use nowadays is not the same as when i got Tats ( my first was in `83 )
the machine & Ink was not the same.
They pierced much deeper with the needles & the Ink was much stronger

you can tell when it has been done too deep because in summer it rises in your skin & you can see ridges, hard to explain.
