Harvey's discharge from the navy was not a 'dishonorable discharge', it was 'other than honorable' which may seem like the same thing, but it is not according to the military. The reason he was given the ‘other than honorable discharge’ was because he admitted he was homosexual. In the 1950s, when Harvey was in the Navy, being gay in the military was grounds for discharge.
Whether or not Harvey Milk had a sexual relationship with a 16-year-old when he was 34-years-old is a supposed biographer's word against his. Since Harvey Milk is deceased, and the victim would now be 95 years old, and likely also deceased, disputing the unsubstantiated claim is all but impossible.
