NYC's biggest employer is the government, i.e. the public sector, city government and related agencies, and the department of Education. Next largest is healthcare. The third largest employer is Wall Street, financial institutions such as JP Morgan and CITI Bank.
So, a better question is, what is NYC without government and financial services?
