Like it or not, June is LGBTQ+ Pride month in all the states in the United States. There are 13.9 million LGBTQ adults in the U.S. and approximately 253,300 LGBTQ folks in Oregon. A significant number of these folks vote in elections. In a democratic society, politicians are expected to serve all constituents in their district or state, regardless of who voted for them. The drag performance lasted five minutes. House members gave a standing ovation at the end of the show. This is an excellent example of politicians acting politically.

The concept of what is normal or not normal is subjective.

Are you referring to the behavior of the legislature or the performers? 

Since no republican legislators showed up, it is reasonable to assume legislators were previously informed of event and thus were able to chose to attend or not attend. Those who did not attend, most likely, believe it is not normal or for various other reasons preferred to avoid it. I imagine the performers felt putting on a drag performance was normal.

That drag performance happened during an open session. It would have been interesting to poll folks in the gallery who watched the show as to what they thought about it. I suspect it would have been a mixed response.

David Medina, the person who posted this on X, is a self-described Oregon conservative. My guess is that he knows his audience would see this as abnormal which is why he posted it.
