Way worse.  They cancelled their 30% tax fee on alcohol a couple years ago and now just reinstated it again.  I am not sure whether the status of having to register and have your individual (personal) alcohol purchases recorded has changed yet.

I have a Filipino friend who worked there for a few years.  He did mention the air quality is shitty.  He said sand storms will blow through periodically and it really sucks.  He said everyone follows the law there because they are strict and you will get fucked up if you start acting like “people who annoy you”.  He said he has no desire to go back.

Gibraltar is much better as a tax haven. Nice less extreme climate, great hinterland: Andalucia.
And you only have to be there 30 days per year, and not even necessary that those 30 days are in a row. Just 30 days all over a calenderyear. And everyone speaks English, plus they drive on the right side of the road.
Great sea views from everywhere too, and nice waterside restaurants, marinas, shops, and The Rock has a great and interesting history. And in contrast to Monaco its own airport.
