Kelly Ivey used church and friend connections to target victims, prosecutors say
FORSYTH, Ga. — A 43-year-old Monroe County man will spend the next 50 years in prison after pleading guilty to attempting to orchestrate the kidnapping and sexual assault of multiple teenage girls through dark web platforms.
Kelly Garrett Ivey of Forsyth entered guilty pleas in both Jasper and Monroe County Superior Courts on charges including trafficking of persons for sexual servitude, cruelty to children in the first degree and criminal attempt to commit rape, according to court records.
The FBI received a cyber tip in 2023 outlining a plot to have a young girl kidnapped and raped, according to Chief Assistant District Attorney Dorothy Hull, who prosecuted the Monroe County case.
"In 2023, the FBI received a cyber tip that outlined a plot to have a young female kidnapped and raped," Hull said.
Investigators say Ivey posted an advertisement on June 25, 2023, on a dark web site called "Slave Bay" offering to sell detailed information about a teenage girl, including her home address and personal photographs.
"Slave Bay is like Facebook marketplace for illegal activity," Hull said. "You'll see things like child pornography and drug trafficking and crimes like that committed on sites like that on the dark web."
Prosecutors say Ivey met the initial victim while volunteering at a church youth group in Milner. Hull says the victim stopped communicating with Ivey after feeling uncomfortable about his attention.
"She is a very smart and brave young lady, and her gut instinct told her that he was too old to be talking to her that much and getting that close with her, so she shut off communication with him," Hull said.
Investigators later discovered that Ivey became angry after being rebuffed and ramped up his criminal activity.
Monroe County Sheriff's Office Investigator Brody Shiver spent eight months tracing Ivey's electronic activity. He tracked PayPal transactions showing Ivey sent money to people through various platforms, including Telegram and Instagram, believing they would carry out the crimes.
"It was very eye-opening to what people are actually capable of and what people are willing to do to children," Shiver said. "It pretty much shook me to the core. It was one of the hardest cases I've ever seen."
Authorities discovered at least two additional victims during the investigation. None of the victims or their families knew about Ivey's activity until law enforcement made contact.
Ivey received a total of 50 years to serve in prison between the two counties. In Monroe County, he pleaded guilty to charges totaling 100 years, with the first 50 to be served in prison. In Jasper County, he received life on sex offender probation with 50 years to serve.
He must register as a sex offender for life.
The case involved coordination between the FBI, Georgia Bureau of Investigation, Monroe County Sheriff's Office and Jasper County Sheriff's Office.
"Today a monster was taken off the streets of Georgia," the Ocmulgee District Attorney's Office said in a statement on Facebook.
