Before I even heard of Rogan, I did one.
It really did give an energy boost.
Subsequently, when I played a baseball tourney in Fla this march, I took a 4 min ice bath each day, and it just felt great.
However, Rogan does not say to use for recovery. He says he does his first thing in the morning, pre workout to wake up and get ready. I know recent studies have said post workout it could inhibit hypertrophy.
Either way, if I was going to buy either an ice bath or sauna, I'd likely choose sauna.
