Ok.  Thanks for clarifying.  I haven't been tracking the current condition, but I know it absolutely was "war ravaged" several years ago, when those domestic terrorists attacked a federal courthouse for like two months straight.

The killing of George Floyd sparked the BLM protests/riots in Portland in 2020. The damage rioters caused was disgusting, but the media also blew it out of proportion. The riots were concentrated around the federal courthouse and Justice Center.
 
Property damage covered an 18-block area of downtown Portland which is less than one square mile. To put this in perspective, there are 270 blocks total in downtown Portland or 13.5 square miles. No buildings were demolished during the riots. But there were instances of significant property damage, including broken windows, vandalism, and small fires set inside and near public and private buildings.

Many businesses outside that small area either closed completely or stayed open but boarded up windows to avoid having them broken and having their businesses looted. When I went  to the West Elm home furnishings store in NW Portland and well outside that 18 block area, they not only had the windows boarded up, folks had to make an appointment to shop there, which was a nuisance since I did not know this the unproductive trip was a waste of my time, and parking meter expense which today is $2.60 an hour but was less in 2020.

Sadly, five major public art pieces in Portland were toppled or heavily vandalized during the riots. As of today, some are still being repaired and none have been reinstalled. Some of these will be installed in new locations. Some but not all of the building damaged have been completely repaired. The estimated cost, which includes repairs and loss of business is just over $20 million.

One person, Aaron Danielson, was shot and died here as a result of the 2020 protests/riots. The exact number of people injured during the riots is unknown.

As bad as the riot caused death, damage and destruction was, Portland was not literally "war ravaged." To say this is a gross overstatement.

George Floyd wasn't killed.  He died of a fentanyl overdose.

I saw the pictures and videos in real time of what those domestic terrorists did in Portland during the riots.  It wasn't covered nearly enough by the media.  It absolutely looked like a war zone.  What I don't know is what is currently happening in Portland.

Yeah right. Multitudes of folks disagree with you. And since you were neither there at the time of his death nor I suspect knew George Floyd you are hardly an expert on this matter. But "Five years after Floyd’s killing, false claims of overdose fuel calls for Trump to pardon the police officers involved." Evidently these folks are unaware that Trump has no authority to pardon Derek Chauvin because the U.S. Constitution gives the president the power to issue pardons only for federal offenses and Derek's was a state-level murder conviction.

On the other hand, since Trump gives the middle finger to the U.S. Constitution on an almost daily basis by flouting the law, anything is possible, I guess.

Apparently, you forgot that I live in the Portland Metro area and therefore had and have reason to occasionally drive 12 miles to downtown Portland, as I did last Friday. What you saw in real time in pictures and videos may have, as they usually do, sensationalized those events rather than underplaying them.

What does the autopsy say?

Here is a link to the autopsy.  Note the Toxicology section (VI).  This dude had morphine, caffeine, marijuana, methamphetamine, and fentanyl in his system. 

See section VI.A.1:  "Fentanyl 11 ng/mL."  A lethal dose is 2 ng/ML.  Even if you double that to account for his size and the fact he was a friggin crackhead, he still had enough fentanyl in his body to kill a horse.  He was going to die after he swallowed all that fentanyl. 

See section III:  "No life-threatening injuries identified."  No damage to his neck, windpipe, etc. 

So yes, like I said, George Floyd died of a fentanyl overdose.

Second-Degree Unintentional Murder: Killing someone without intending to do so, but while committing or attempting to commit a felony.

Third-Degree Murder: Causing a death through actions that are dangerous to others and demonstrate a depraved indifference to human life, but without intent to cause death.

Second-Degree Manslaughter: Causing death through "culpable negligence" by consciously creating an unreasonable risk of death or great bodily harm.

Federal Conviction:

Civil Rights Violation: Chauvin pleaded guilty in federal court to willfully depriving George Floyd of his right to be free from unreasonable force by a police officer, which resulted in Floyd's death. 

Sentenced to more than 20 years in prison for depriving George Floyd and a minor victim of their Constitutional rights.

Derek Chauvin was sentenced to a combined approximately 43.5 years in prison, with his 22.5-year state sentence for murder and manslaughter running concurrently with his 21-year federal sentence for civil rights violations. This means that his actual time in prison is determined by the longer of the two sentences, which is 22.5 years from the state conviction.

Fentanyl is the most dangerous, deadly drug currently on the black market.  If you are saying "tachyphlylaxis" can "easily" get someone to a level that exceeds a fatal dose by orders of magnitude, I am calling BS.  His level was "into that range" because he swallowed the fentanyl when law enforcement approached him.  He was going to die.  And he did.  Of a fentanyl overdose.

The ICE headquarters in Portland is a short term detention center with a maximum of 15 detainees who cannot be held there longer than 12 hours with no overnight stays. The facility is in a mixed residential and commercial neighborhood. One of the main commercial properties is OHSU medical offices.
It is understandable that neighborhood folks are upset by the disturbance. I know I would be if I lived there. However, to call it a "war zone" is an over-statement made by someone who likely has no idea what a war zone looks and sounds like.

Cloud Elvengrail has good reason to take issue with this because she sued the city and lost. ‘Judge rules in favor of city after woman sues Portland over ICE facility noise.’ Cloud sought to compel the city to enforce its noise ordinances to stop "weaponized noise" from the demonstrations. She lives a Gray's landing which is low to moderate income affordable rental housing and is literally across the street from ICE headquarters.

Residential high-rise condos and town houses nearby sell for as much as $3 million to $4 million. I imagine some of these property owners have a lot more influence than Cloud does – because as we all know money talks.

Here is a news video taken yesterday afternoon at Portland ICE headquarters. Note that the reporter says that teargas is sprayed on protestors who arrive around 6:00 pm and into the evening. For a war zone, this area sure cleans up nicely by the next day leaving no evidence of anything resembling a war zone.

Use your common sense.  If the man had levels of the most dangerous drug on the streets in his system at levels that exceeded a fatal dose by orders of magnitude, he was going to die. 

Here is what the medical examiner said, sort of speaking out of both sides of his mouth, but essentially admitting this was an overdose:

Handwritten notes of a law enforcement interview with Dr. Andrew Baker, the Hennepin County Medical Examiner, say Floyd had 11 ng/mL of fentanyl in his system.

"If he were found dead at home alone and no other apparent causes, this could be acceptable to call an OD. Deaths have been certified with levels of 3," Baker told investigators.

In another new document, Baker said, "That is a fatal level of fentanyl under normal circumstances."

But then Baker added, "I am not saying this killed him."
