Well, let's keep in mind what was being said. The clip states that the gook is giving his opinion on African men as 'workmen, leaders, producers and providers.'

They should have taken the lessons from a notoriously brutal colonialist regime and used it to further develop. Instead, they 'destroyed' all the lessons (how silly of them).
The Chinese differ from the Africans as they actually save their money, unlike them, who spend it all getting drunk (let's ignore that China sites alcohol use disorder as a major public health challenge for them, then).
They don't hold their drink well (rich coming from some enzyme-lacking East Asian dork who can't metabolize alcohol properly).
Black guys can't drive trucks (likely true, but I've witnessed enough truck crashes in SE Asia to know that they can't, either).
He then says his colleague is lazy. Cut to random photos of Chinese men with African girls.

I love slagging Africans and every other group off as much as everyone else but the genuine delusion and ignorance on display here at times is what gets tiresome. Stupidity and greed are ubiquitous human traits. Take your IQ graphs, for example. Just think about it logically and ask yourself if it is likely to be credible.
Clearly some silly infographic on 'average IQ by country' in Africa is not methodologically viable. To produce a defensible one you would need very large, representative samples, standardized tests administered by trained professionals, controls for language, education, nutrition, test familiarity; comparable testing conditions across regions, and so on.
Most African countries likely have no national IQ datasets at all, and when it does exist it will be very small scale, school-based, and not standardized. So take that nonsense with a massive pinch of salt.
As for what areas hold smart and competent Africans, my answer would be all of them. You will find the full range of human intelligence in all countries. Go to my town of Glasgow, spend a day walking around outside and travelling on the trains and you'll be convinced that you're in the stupidest, most feral place on Earth.
In Somalia I was only there to fight pirates many years ago, so I didn't exactly get to engage with their intelligentsia, but I've spent time in Ethiopia with some wonderfully talented and bright people. In Kenya, I worked with some very sharp and very professional locals. I could go through many more. Point being, doctors and scientists exist in these places, too.
You have an educated middle-class in most of these countries and I've hired hundreds of them. These aren't the people you see on the news, though. You get the retards firing automatic weapons in the air and screaming about Islam. Worryingly, we seem to get getting a lot of those ones arriving in Europe now, too, but posting the sort of retarded and factually incorrect YouTube videos that Kwon and others do will not address this at all. It's just embarrassing.
