Crime is actually down in all the big cities (Chicago and LA included) but it seems stupid to celebrate given how high it remains. Two primary reasons given (by mainstream analysts):
1. Resumption of everyday routines and community type watchdog effect a few years out from pandemic
2. Effective more community based policing
As much as I am not a Republican at present, I might add that overall law enforcement morale may be a factor. It is certainly improving in the current political environment. It is important to “have the back” of first responders and recognize the importance of them doing their jobs. Even within the minority communities, there seems (to me anyway) to be less emphasis on BLM type resistances and more on “we are tired of crime on our streets”.
I saw small street signs in a neighborhood of my city recently, “keep your hands off our postal workers!”. Apparently mail carriers had been subject to criminal activity and the community was reacting.
The cities aren't reporting.
