Is Brian Cage the best built pro wrestler active today?

He and a prime Bobby Lashley have been the best in recent years.  I may be missing someone.

Wrestler that performs in the lower leagues.  Domestically but has extensive international experience. I don’t ever recall him in WWE.  I could be wrong though.

   He was in wwe developmental for a couple of years but didn't move up to the main roster. I don't remember if he was juiced back then.
