Hamtramck Michigan. You've probably been there.
Yes.
The place is terrible. I haven't been there in years but in the 90's I applied to their police department and fire Department. Even back then, the place was a dump and full of Somalian or Sudanese people (i don't recall which) No one was concerned about it then. Their culture was so foreign and they kept to themselves, often only walking down side alleyways or only coming out at night. Often wearing full dress, covered from head down to feet. If you said "Hi" to one, they would look startled and scamper off.
I went to city hall to apply for one of those jobs and it was a ghost town. Like on a Tuesday morning at 930 am, no one was in the entire building, random papers were scattered around the floors of the hallways.
In the late 90's a bunch of Detroit Cops were federally indicted for conspiracy to violate civil rights. They were all later exonerated but we're fired by the city of Detroit. Only Hamtramck would hire them. Almost all of Hamtramck pd was laid off because the city was broke, but then they got the great idea to hire all those guys from Detroit. They worked without a contract IIRC, no ot, no holiday pay, no sick time, pay was barely above minimum wage.
When I was a kid Hamtramck was still known as a Polish city. Though poor and run down, it was functional. And still held polish festivals every year that everyone went to.
