The first thing that needs to be done:
The politicians in each one of the countries that are currently in office and responsible for their insane immigration policies,  they need to be brutally and publicly executed one by one. Anyone who excuses this is part of the problem. The general who failed to order his troops to handle the invasion - kill his ass. You can also start interrogating these assholes one by one and force them to give up the names of the people that gave them their orders.
