Pretty sure it is, I saw a pic of Palumbo and his bro online and it looks just like this guy.

Thats Johnny Moya.  I don't think there's any direct relation between him and Palumbo.  But I do know they both live in the NYC area.

moya turned pro around mid nineties was middleweight at nationals and competed as rookie and was doing ok at smaller show's and then just disappeared .he was freakier then and more complete looking.decent comeback  8)

heard johnny was a good guy, but he turned pro as a middleweight and then competed at the NOC a few months later at over 200 lbs.  on battle for the O 98, he was all this bacne.  never had a very pleasing physique - small and a lot of veins.  he doesnt look very healthy.
