he has no calves, hence the chicken legs you knob. As for his quads, yeah but big deal. My quads have been close to 27" with good cuts and i dont even train them. Im not saying i have superor leg development - far from it, im just saying i have enough quad mass to keep me happy and calves that balance out my legs
