Why is it that everyone cries "Palumboism" whenever a bodybuilder starts growing a big waist? It's called AGING. That's what happens to people when they get older. After a certain age, your waistline starts to grow and your arms and legs shrink in size. "Palumboism" has nothing to do with it.
The average pro bodybuilder is much older than the pros of yesteryear. Bodybuilders like Lee Haney and Samir Bannout knew when to stop competing. I recently saw photos of Samir in his later years, and he exhibited many of the classic symptoms of Palumboism (thick waist, smaller arms, etc). Lou Ferrigno also developed a thick waist. The problem is that guys like King Kamali and Dave Palumbo are still competing well past their prime years. Drugs have jack shit to do with it.
