You’ve obviously never competed, been backstage, or close to anyone at a show.  That’s not tape.  It’s the holder for his competitor number.  The number fell out (that can happen as you move around posing) and what you’re seeing is the empty transparent holder which all competitors have clipped onto their trunks.
