Ray weighed 290 when we trained and was just massive.  His arms were ridiculous.  His thighs were unreal.  He must have had some big forearms but really I can't remember them so I wouldn't think they were anything special. At my biggest my right forearm (flexed and pump like shit) was a hair shy of 17".  My left forearm at the same time was under 15"

I'm not sure who you are talking about at 220 but I didn't know Ray when he competed.  I might have run into him at the gym but don't remember back then

Arthur Jones has made the following measurements:

Bill Pearl 13 3/4"
Arnold Schwarzenegger 14" cold
Franco Columbo 13 1/3"

the largest he ever measured where Sergio's at 15 1/2" cold
Casey Viator also almost had 15 1/2" with 7 1/2" wrists

Both Mentzers had 7 1/2 inch wrists and Mike 15  1/4" and Ray 15 9/16"

Now the thing is you're supposed to measure you forearms when straight out and not bent.

I measured mine at 13 5/8th cold.

Ray looked like an off-season competitior.  You could easily see seps like in his delts and huge tris and quads.  His stomach was round.  Far from flat but not flabby.  His was just veryvery thick.  His legs were so HUGE they were prbably the biggest I had seen in along time.  And he was very strong.  He had great triceps.  But he enjoyed eating.

I've just this minute measured my forearm at 14.5 inches. Straight out, cold. My wrist is just over 8 inches.

It could be that Arnold was not in contest condition when Arthur measured him. that would explain why his arms where a hair short of 20 inches.
