I think that it's generally easier for shorter men to build fantastic physiques, because there's less frame to fill. If you were to instantly remove all the doping, gear, and hormones completely from bodybuilding competition, the best physiques would necessarily be shorter, especially when it comes to legs.
Everyone knows that tall-ass people don't really have builds suited for squatting. Arguably the same goes for deadlifting. Think about it; who was the first comparatively tall BB with decent legs by today's standard? Probably Lee Haney at 5'11". And, of course, is because of Lee Haney's massive intake of gear. Beforehand, you've always had short guys with phenomenal legs...Padilla is the first to come to mind.
