Because I'm in the Army and I can tell you that they don't. Reserve almost never get tested, as well.
In the Canadian Forces, I don't recall being tested for any type of drug ever, even when I joined.
In this day and age 5'8" is pushing it , Cutler is lucky ( in more ways than one ) if he's 5'9" the average seems to be 5'10" - 5'11" there will be another tall bodybuilder come along 6'2" and he will dominate like no one else , the advent of drugs today a tall guy can really fill out his frame and when he does watch out ! the problem with taller guys is legs they always seem to small for their physiques .
I think you're right about 5'10-5'11 being more appropriate. It is a very, very small window. Anything shorter than around 5'10 and anything over 5'11 puts competitors at height disadvantages. Jay is 5'9, which is close, almost too close, but given his size, I can understand why he won (at least in 2006).
