i cant bother to click links but if rampage got a ghetto background he probably had that feeling growing up that they were getting ignored in the ghetto and it affected his views, not necessarily racist though.
it's like blacks in a store, if the store owner treats blacks worse than whites it might be based on his experienced with blacks in general stealing more than whites, not because their skin colour but because of their social background etc so that wouldnt make him racist even though he would treat blacks and whites differently.

· In ten states, between 5 and 10 percent of black adults are incarcerated.
· In twelve states, black men are incarcerated at rates between twelve and sixteen times greater than those of white men.
· In fifteen states, black women are incarcerated at rates between ten and thirty-five times greater than those of white women.

· In eight states, Latina women are incarcerated rates that are between four and seven times greater than those of white women.
