WASHINGTON (AP) -- More confident employers stepped up job creation in April, expanding payrolls by 290,000, the most in four years. The jobless rate rose to 9.9 percent as people streamed back into the market looking for work.

The hiring of 66,000 temporary government workers to conduct the census helped overall payroll growth last month. However, private employers -- the backbone of the economy -- boosted jobs, too. They added a surprisingly strong 231,000 positions last month, also the most since March 2006, the Labor Department reported Friday.

The unemployment rate rose from 9.7 percent in March to 9.9 percent in April, mainly because 805,000 jobseekers -- perhaps feeling better about their prospects -- resumed their searches for work.

Many economists have predicted the unemployment rate would rise as people come back into the labor force. The jobless rate hit 10.1 percent in October, a 26-year high.

Job gains in April were widespread. Manufacturers, construction companies, retailers, professional and business services, education and health services, leisure and hospitality, and government all showed gains. Among the weak spots: transportation and warehousing, and information companies, which all all cut jobs last month.

Also encouraging: The employment picture in both March and April turned out to be stronger than previously thought. Payrolls grew by 230,000 in March, better than the 162,000 first reported. And, 39,000 jobs were actually added in February, an improvement from the previous estimate of 14,000 losses.

Friday's report sketched out a picture of a healing jobs market and an economy picking up momentum in the early spring. The improvements, however, were taking place before the stock market plunged this week on concerns that the European debt crisis could spread. There are fears the crisis could make companies more cautious about hiring in the future, economists warned.

All told, 15.3 million people were out of work in April.

Counting people who have given up looking for work and part-timers who would prefer to be working full time, the so-called underemployment rate rose to 17.1 in April. That's close to the record high of 17.4 percent in October and shows just how difficult it is for jobseekers to find work.

Another grim statistic: The number of people out of work six months or longer reached 6.7 million in April, a new high. These people made up 45.9 percent of all unemployed people, also a record high.

Hiring isn't expected to be robust enough anytime soon to lower the unemployment rate much. Economists think it will remain above 9 percent by the November midterm elections. That could make Democratic and Republican incumbents in Congress vulnerable.

Just 21 percent of Americans consider the economy in good condition, according to an Associated Press-GfK Poll conducted April 7-12.

Nationwide, average hourly earnings edged up to $22.47 in April, from $22.46. Lackluster wage gains are a big reason consumers are still hesitant to spend lavishly, making for a more subdued economic recovery.

For employers to boost hiring significantly, the economy would need to grow at an annual rate of 6 percent to 8 percent a quarter, rather than the 3.2 percent pace logged in the first three months of this year, economists say. Such growth would mean shoppers were spending much more freely. That would give companies confidence that sales gains would last.

That scenario isn't likely.

High unemployment and sluggish wage gains are likely to prevent consumers from going on spending sprees any time soon. Small businesses, which usually help drive job creation during recoveries, are having trouble getting loans. That tight credit is crimping their ability to expand operations and hire.

Europe's debt crisis will probably dampen demand for U.S. exports. And the debt crisis may continue to weigh on markets. Thursday's stock market plunge -- the Dow Jones industrial average dropped nearly 1,000 points before recovering two-thirds of its losses -- introduced fresh uncertainties.

Many economists think it will take until at least the middle of the decade to lower the unemployment rate to a more normal 5.5 percent to 6 percent.

Nonfarm payroll employment rose by 290,000 in April, the unemployment rate
edged up to 9.9 percent, and the labor force increased sharply, the U.S.
Bureau of Labor Statistics reported today. Job gains occurred in manufactur-
ing, professional and business services, health care, and leisure and hospi-
tality. Federal government employment also rose, reflecting continued hiring
of temporary workers for Census 2010.

Household Survey Data

In April, the number of unemployed persons was 15.3 million, and the unem-
ployment rate edged up to 9.9 percent. The rate had been 9.7 percent for the
first 3 months of this year. (See table A-1.)

Among the major worker groups, the unemployment rate for whites (9.0 percent)
edged up in April, while the rates for adult men (10.1 percent), adult women
(8.2 percent), teenagers (25.4 percent), blacks (16.5 percent), and Hispanics
(12.5 percent) showed little or no change. The jobless rate for Asians was
6.8 percent, not seasonally adjusted. (See tables A-1, A-2, and A-3.)

The number of long-term unemployed (those jobless for 27 weeks and over) con-
tinued to trend up over the month, reaching 6.7 million. In April, 45.9 percent
of unemployed persons had been jobless for 27 weeks or more. (See table A-12.)

Among the unemployed, the number of reentrants to the labor force rose by
195,000 over the month. (See table A-11.)

In April, the civilian labor force participation rate increased by 0.3 percent-
age point to 65.2 percent, as the size of the labor force rose by 805,000. Since
December, the participation rate has increased by 0.6 percentage point. The em-
ployment-population ratio rose to 58.8 percent over the month and has increased
by 0.6 percentage point since December. (See table A-1.)

The number of persons employed part time for economic reasons (sometimes refer-
red to as involuntary part-time workers) was about unchanged at 9.2 million in
April. These individuals were working part time because their hours had been cut
back or because they were unable to find a full-time job. (See table A-8.)

About 2.4 million persons were marginally attached to the labor force in April,
compared with 2.1 million a year earlier. (The data are not seasonally adjusted.)
These individuals were not in the labor force, wanted and were available for work,
and had looked for a job sometime in the prior 12 months. They were not counted
as unemployed because they had not searched for work in the 4 weeks preceding
the survey. (See table A-16.)

Among the marginally attached, there were 1.2 million discouraged workers in
April, up by 457,000 from a year earlier. (The data are not seasonally adjusted.)
Discouraged workers are persons not currently looking for work because they be-
lieve no jobs are available for them. The remaining 1.2 million persons marginal-
ly attached to the labor force had not searched for work in the 4 weeks preceding
the survey for reasons such as school attendance or family responsibilities. (See
table A-16.)


Establishment Survey Data

In April, nonfarm payroll employment rose by 290,000. Sizable employment gains oc-
curred in manufacturing, professional and business services, health care, and in
leisure and hospitality. Federal government employment increased due to the hiring
of temporary workers for Census 2010. Since December, nonfarm payroll employment
has expanded by 573,000, with 483,000 jobs added in the private sector. The vast
majority of job growth occurred during the last 2 months. (See table B-1.)

Manufacturing added 44,000 jobs in April. Since December, factory employment has
risen by 101,000. Over the month, gains occurred in several durable goods indus-
tries, including fabricated metals (9,000) and machinery (7,000). Employment also
grew in nondurable goods manufacturing (14,000).

Mining added 7,000 jobs in April, with most of the increase in support activities
for mining. Since last October, mining has added 39,000 jobs.

In April, construction employment edged up (14,000), following an increase of 26,000
in March. Over the month, nonresidential building and heavy construction added 9,000
jobs each.

Employment in professional and business services rose by 80,000 in April. Temporary
help services continued to add jobs (26,000); employment in this industry has in-
creased by 330,000 since September 2009. Employment also rose over the month in ser-
vices to buildings and dwellings (23,000) and in computer systems design (7,000).

In April, health care employment grew by 20,000, including a gain of 6,000 in hospi-
tals. Over the past year, health care employment has increased by 244,000.

Employment rose by 45,000 in leisure and hospitality over the month. Much of this
increase occurred in accommodation and food services, which added 29,000 jobs. Food
services employment has risen by 84,000 over the past 4 months, while accommodation
has added 18,000 jobs over the past 3 months.

Federal government employment was up in April, reflecting the hiring of 66,000 tem-
porary workers for the decennial census.

Over the month, employment changed little in wholesale trade, retail trade, informa-
tion, and financial activities.

Employment in transportation and warehousing fell by 20,000 in April, reflecting a
large decline in courier and messenger services.

In April, the average workweek for all employees on private nonfarm payrolls increased
by 0.1 hour to 34.1 hours. The manufacturing workweek for all employees increased by
0.2 hour for the second straight month to 40.1 hours, and factory overtime was up by
0.1 hour over the month. The average workweek for production and nonsupervisory em-
ployees on private nonfarm payrolls increased by 0.1 hour to 33.4 hours in April.

Average hourly earnings of all employees in the private nonfarm sector increased by
1 cent to $22.47 in April. Over the past 12 months, average hourly earnings have in-
creased by 1.6 percent. In April, average hourly earnings of private-sector production
and nonsupervisory employees increased by 5 cents to $18.96. (See tables B-3 and B-8.)

The change in total nonfarm payroll employment for February was revised from -14,000
to +39,000, and the change for March was revised from 162,000 to 230,000.

Okay, since you brought my name up on a thread I wasn't even posting on...

231,000 jobs added

Now, if we had LOST 231,000 jobs last night, you'd be blaming Obama.  So you have to give him credit for a gain of 231,000 jobs.

As far as the unemployment %... that is a tracking number - more people decided they were done sitting at home, they realized jobs are returning, and they changed their status from "no longer looking for work" to "seeking work".  This moved them into the category of unemployed.  In other words, no matter what the number change was - these people didn't have jobs before this month, and they didn't have them now - there was no big addition of people losing their jobs.  Rather, they were reclassified as they realized things are looking up, and they started looking again.

The bottom line is that (despite the asinine spending, another thread), 231,000 more americans have jobs on May 1 than had jobs on April 1st.   This is good news.  You may continue your barry bashing... I think he used the word 'tea bagger' and we all know this deserves major coverage.  carry on!

The Birth Death model was responsible for 188,000 of those jobs. Meaning 188,000 phantom jobs born out of an equation. Subtract that from the 230,000 and you have a more realistic number.

The American economy continued to add jobs in April in a further sign that an economic recovery was on track.

Payrolls surged with an unexpectedly strong 290,000 jobs last month, the Labor Department reported on Friday, while the unemployment rate rose to 9.9 percent. “This is unambiguously a strong report for growth implications,” James O’Sullivan, chief economist at MF Global, said. “It adds to the evidence that the pickup in growth is leading to a clear-cut pickup in employment. It is very clear there has been a bounce here, and momentum has been up.”

With revisions on Friday, April was the fourth consecutive month that the economy added workers (a revised 230,000 jobs were added in March, instead of 162,000). Besides March, February was revised from a loss of 14,000 jobs to a gain of 39,000. With a January gain of 14,000, the cumulative increase came to 573,000 jobs in four months.

Even though the new gain in jobs exceeded analysts’ expectations of about 190,000 in the month, the job market still has a long way to go before it can be counted on to provide a base for a sustained recovery. More than 15.3 million were unemployed last month. There are still strains in the housing sector, pressure in financial markets, loss of wealth in households and big budget deficits.

“There is still a laundry list of issues the recovery is carrying on its back,” said Paul Ballew, chief economist with Nationwide. “The recovery has a lot of headwinds.”

“I would not describe the recovery as sprinting ahead,” he added. “I would describe the recovery as gaining momentum.”

Is there any graphs or figures about the Birth Death adj.? Those are phantom jobs so please subtract 188k and the Census hiring and you get around 40k actual "jobs" created.

I thought the stimulus was supposed to be critical in jump-starting the economy and get it on track to be adding (according to Biden) 500,000 jobs a month a by now? So the govt. has spent almost 800 billion to "Create" 40k jobs this month? The stim. seems like an incredible wast of money.

Enrollment has set a record each month since reaching 31.78 million in December 2008. USDA estimates enrollment will average 40.5 million people this fiscal year, which ends Sept 30, at a cost of up to $59 billion. For fiscal 2011, average enrollment is forecast for 43.3 million people.

Like I stated ,see if you can follow,there are a million cunsus workers that will lose their jobs in July or August.That will be one million UE people on the roles.UE at 9.9% ,I thought the stimulus HAD to be passed to keep it under 8%.Obama=LIAR!!!AND FAILURE!!!!!!!!!
