File papers with the Mexican Government.  Honestly don't know but it isn't done with a sham marriage if that's the reason she's marrying Romano.

 I find it very odd that she would ask Romano to marry her especially since he's a 50 year old man with a kid and could easily be her father.  Whatever the case, it sounds very fishy to me
