Condoms aren't anywhere near 99.99 percent effective. The pill, etc. are pretty effective, but none of them prevent pregnacy 99.99 percent of the time. That's why consensual sex is a willful decision to possibly make a baby, whether you use contraception or not (because it doesn't always work).
