Herman Cain Stumbles On Libya

Republican presidential candidate Herman Cain struggled to answer a question about U.S. foreign policy toward Libya in an interview with the Milwaukee Journal-Sentinel editorial board Monday.

"Okay, Libya," said Cain, glancing up. "President Obama supported the uprising, correct? President Obama called for the removal of [Muammar] Gaddafi. Just wanted to make sure we're talking about the same thing before I say 'Yes I agreed, no I didn't agree,'" said Cain.

"I do not agree with the way he handled it for the following reason," Cain started, before cutting himself off. "nope that's a different one." Cain shifted in his chair, adjusted his jacket and looked up again.

"I got all this stuff twirling around in my head," he added.

Cain repeated he would have "assessed the [Libyan] opposition differently," speaking in generalities about his problem-solving approach.

Cain raised broader questions about the nature of the Libyan opposition. "It's not a clear yes-no answer, because all of those things I think should have been assessed, that's what I'm saying."

"And you don't think they were assessed?" asked an editorial board member.

"I don't know that they were or were not assessed. I didn't see reports of that assessment," Cain responded.

Cain has made multiple foreign policy gaffes in his campaign. Earlier this month, he warned China was "trying to develop a nuclear capability," though the country tested a nuclear device in October 1964. When asked whether he was prepared to answer "gotcha" questions in October, he said, "When they ask me who is the president of Ubeki-beki-beki-beki-stan-stan I'm going to say you know, I don't know. Do you know?" Secretary of State Hillary Clinton and Afghan President Hamid Karzai later joked about the exchange.

In the editorial board interview, Cain also expressed support for collective bargaining rights and suggested that Ohio Gov. John Kasich went too far in trying to strip public employees of those rights.

This stumble is just the latest to roil the GOP primary. At a debate last week, Cain's rival, Texas Gov. Rick Perry was unable to remember the three federal agencies he would cut as president. After naming two, Perry took nearly a minute to regain his bearings before conceding, "I can't think of the third one. I can't. Sorry. Oops." He later clarified that he had been thinking of the Department of Energy.

You won’t believe me until you click play but this is much worse than Perry’s brain lock at the debate last week. Perry lost his train of thought; Cain doesn’t have a train at all here, to the point where he needs confirmation from the interviewer of what Obama’s position on Libya actually was. Eventually he produces some boilerplate about not supporting the opposition until you’re sure who’s in it and of course not making a decision as president until he has all the information, which is a standard Cain fallback talking point whenever he gets in trouble on a question, but the first two minutes or so are pure agony. The board actually took pity on him, I think, by not following up. Imagine if they’d asked his opinion on Obama’s decision to ignore the War Powers Act. Remember, this is a guy who apparently wants to be considered for secretary of defense.

And that still only barely qualifies as the worst answer he gave today. Here’s what he told them when asked, predictably enough, about Scott Walker’s righteous crusade against public employee unions:

Face it guys, he DOES NOT UNDERSTAND most of these foreign policy things.  Make him sec of the treasury, I'm cool with that.  But he ain't ready on foreign policy,, no way.  newt was hit with glitter and everything else, and really did maintain his cool.

wait til you see the new GQ interview with cain.  he sucks up to far-right voters by saying the majority of muslims are extremists or something.  When given a chance to clarify, he reiterated "THE MAJORITY".

I thought he changed his position and said he WOULD appoint muslims to high govt positions.  So, um, why in the world would he appoint a muslim extremist to a govt position?

Even if you agree with him about them all being extremists - I dont even want to argue that point - tell us why he would appoint them!

He is on meds and a lot of them, especially given his cancer diagnosis in the past.  His medical chart would probably read like a phonebook.

If the reporter asks Newt Gingrich that same question Cain was presented with he will be given a well thought out 5 minute response.

Cain just isn't ready for the big stage like Gingrich or Romney, they are light years away.

it's STRESS.  It's easy for him to be composed on his radio show for 3 hours, or the friendly FOX interviews.

This is an older man trying to answer questions above his mental capacity all day long.  How would you or I feel, taking the Bar exam or advanced cisco networking tests all day every day...  Cain doesn't understand the foreign policy things - and he knows he's in front of 100 million eventual viewers on every single Q.

If you're newt, and you can wax poetic for hours on any topic at any given time... you end thos 8 hours of interviews and you feel awesome.
If you're cain, and you are bullshitting and faking it, those hours of questions are some serious stress, which leads to the breakdown we see here.

YES!!!!!!!!!!!!!!!!!!!!!!!!!!!  Absolutely correct!

Cain and Perry are unique in that they are faking it.  They don't KNOW these topics inside and out.  They've worked to memorize the talking points their campaigns give them (and sometimes they forget them).

When you KNOW a topic inside and out, you don't need hand notes or bullet points.  You just chat it up, ala Newt.

THIS is why the debates are so important.

IF IF IF the only vetting a candidate went thru was friendly fox interviews, you would never find out that Newt knows his shit 100%, and cain and perry really dont. 

Voters deserve to see what they get when a candidate is asked tough Qs under pressure.  That's the job they want!
