I think he's referring to the fact that he'll work towards a business friendly environment in which jobs can be created.  He won't attempt to literally create jobs like President Barack Obama.

Obama scares the shit out of business with regulations.  Congress repeals a provision, and the Obama govt goes ahead and promulgates new rules and regulations anyway.

obama administration has passed far fewer business regulations in first 4 years years than bush did in his first 4 years. obama administration has also helped towns and business by listening to their concerns about certain regulations which were unnecessary and harmful by repealing them.

removed the need for truck drivers to fill out about 32 million forms annually. repealed requirement for municipalities to make sure Main street signs are bigger than other street signs (saving millions of dollars nationally).. etc... watch the video i posted..

Obama essentially reversed the 1099 Taxpayer Protection Act of 2011, which did away with the fucking crazy 1099 rules in Obamacare and new 1099 rules for landlords.  

Unless you are in business and/or deal directly with business owners, you don't know.
