It was designed as a money grab. Anyone that can't afford health care gets fined/taxed. Typical democrat move, push an idea with supposed good intentions and a hidden agenda, always a way to take more of your money.
You mixed the tenses. Yes, it 'was' a money grab. But the bolded part should read, Anyone that could not afford health care got fined/taxed.
It was not a hidden agenda because
the requirement for a federal penalty for not having health insurance was announced as part of the Affordable Care Act (ACA) in 2010, signed into law by President Obama. However, the penalty was not implemented until 2014. Hidden agenda's are not announced, they are hidden. Announced in 2010 and not enforced until 2014. Four years is ample notice.
