About speed of BF loss.....

One thing I never understand, if you have say a guy at 200 pounds 20%Bf, that means for every 2 pounds he loses, he loses 1% of that bodyfat so in theory a guy who knows what he is doing will then be 198 at 19%bf.However I see people frequently who lift ,eat and train right saying they lost 12 pounds in the last month, even if its their 3rd month of a strict diet, so all their water loss would have occured in the 1st month.So sticking with my example with a person who lost 12 pounds, why has he blatantly only lost a max of say 2%, when the 12 pounds would signify 6%?If not water and no noticeable muscle loss where does this mystery weight loss come from?I see the above example all the time.
