I think the government prevented around 2000 of the established English hooligans from travelling to France. The problem in doing so is that it's made the remaining English fans a soft target for hooligans from other countries.

Yeah, I agree although at least a few more English thugs would provide some safety in numbers. These Russians appear to be skilled and experienced in combat. The only other fans who could possibly match them are some of the ultras from Poland and Ukraine.
