Are volume and caloric deficit the iron laws of bodybuilding?

Anyone get great results without roids or those two laws?

yes, but you have to eat enough to still be strong on at least these exercises: heavy free weight chest pressing movement, a heavy barbell rowing movement, and a heavy squat-type movement (front squat or back squat)

otherwise you will start to look flat and smaller
