there are twin brothers who train at my gym, both are in good nick with decent size, they have no tricep development at all, the back of the arm is totally straight, nothing they do will ever get them tricepsI do maybe 12 sets a week for triceps and mine are fine.

No, you are incorrect. Intensity can be brought on by number of sets, number of reps, the speed of the reps and, the weight used. One can induce intensity using any one of these or all of them.
