It didn't happen in the European Court, you fat, French,

The need for an international court dealing with war crimes had been discussed since the start of the 20th century, and the creation of the International Criminal Court (ICC) began in the 1990s when the atrocities committed throughout war-torn former Yugoslavia and Rwanda led to the realisation that current UN tribunals were not sufficiently equipped to handle each new case. In 1998, the international community gathered in Rome to attempt the construction of a permanent international criminal court, where those guilty of genocide, war crimes, and crimes against humanity could be held to account. Unsurprisingly, it was the USA that most vehemently opposed its creation, calling for it to be 'isolated and ignored' as it put American interests and sovereignty at risk. However, despite US fulminations, sixty-six countries initially ratified the Rome Statute and the ICC was eventually established in 2002.
The extent to which the ICC has been successful in practice, though, is another discussion (It hasn't been, in my opinion) and one that involves an examination of International Relations and the difficulties that regional blocs and international institutions face when powerful states act to protect their own interests and avoid accountability. But for now let us both agree that Praljak's last act of defiance was, admittedly, rather impressive.
