In the US a person of African and European descent is considered a black person.

you black. And this is a fact for both, black and white Americans.
A white person in the US can say "I'm half German, a quarter Italian and some Irish" and not blink an eye. You'll never hear a black person say "I'm half Nigerian half Zimbabwean". They're just "African".
In the rest of the world it's a totally different story. This dichotomy has made for comedy though, as African Americans approach other black folks around the world as though they're all "
down witit" and "
