Not so much. People are able to move up, or down, in relation to their abilities and luck to a degree. Until,they hit the old money crowd. That’s a pretty solid ceiling once you hit that group

This is very true.

Anyone can come here and go from rags to riches without any issues. Now, when you get to the point that you start rattling old money structures (political, economic, financial, etc) that's when you get invited to The Party and shown what not to do.

Old money = Poor immigrants who came early to America where they raped and pillaged for their wealth, built mansions and emulated the wealthy Europeans who pissed on them in the old country.

New money = Americans born in America who raped and pillaged for their wealth, built mansions and emulate Old Money Americans, who now piss on them, and won't let them join their country club.
